Subject: Aircraft Mechanic Paperwork

It is my understanding that upon completion of an experimental aircraft,
the builder can (legally) make major repairs/modifications to his/her
aircraft, if proper paperwork has been accomplished. Has anyone started
down that road? When in the building process should the FAA be
contacted? (I hate to bother BIG BROTHER with my personnal business).

Major repairs and/or alterations to an experimental aircraft need to be
looked at by a DAR (designated airworthiness rep).  That is the guy who
certified it in the first place.  If you made a major modification
(FAR43) he will want you to fly it under restriction again for a certain
number of hours (usually 10).  The DAR that I plan to use wants to know
when you start construction, so he knows who you are and can offer any
assistance along the way.  He is an RV-6a builder around Nashville,
Tennessee and works for American Airlines.  This allows him to travel
cheaply just about anywhere to certify a homebuilt.  If you can't find
one in your area that you like/trust, let me know and I will post his
name and phone number.

A D.A.R. can actually issue your C. of A., a technical advisor, maybe
through a local E.A.A. chapter can carry the process to final
acceptance, as long as they get to see things, i.e., before covering
wings with skins, fuselage before fabric, they will not want you to
cover anything up without seeing it.  I have found that usually the
F.A.A. from maintenance have generally been more helpful than those from
operations (flying), some good, some not so good, but do not be afraid.
There is an A.C. that is out there for licensing a homebuilt aircraft,
but I do not recall the number, it will cover all these questions in
detail, and let you KNOW what will be expected of you for documentation
for your (soon-to-be) airplane.  Good luck, build as if your most
precious commodity, i.e. yourself will be in it.  God Speed.
